Priority Setting on Business Requirements

Significant back-office transformation is occurring in the Canadian government. A key vision is to on-board all government departments onto one instance of an application. The challenge was to design a process for collecting business requirements and setting investment priorities through the right governance and decision-making approach.

We developed a criteria-based priority setting approach that ensured diverse requirements were evaluated in the same equitable manner. This approach can be scaled to the time and effort needed by senior managers for decision-making.

In this way the value of changes to the system are focused on benefits to the enterprise rather than the unique needs of particular departments. Outcomes of efficiency, cost-reductions, improved information flow, data integrity and interoperability are more likely to be achieved. Furthermore, this ensured that implementation impacts could be feasibly measured.
